Dr. Enrique Ruelas is a physician graduated with Cum Laude from the Universidad La Salle in Mexico City; Master in Public Administration from the Centro de Investigación y Docencia Económicas (CIDE), in México City; Master of Health Sciences in Health Administration from the University of Toronto; Top Executives Program from the Instituto Panamericano de Alta Dirección de Empresas (IPADE) in Mexico City.
At present, he is the President and CEO of the following organizations: International Institute for Health Futures, Qualinova, and the International Consortium for Quality and Leadership of Healthcare Organizations (CICLOS); Professor of health systems management of the School of Medicine of the Universidad Panamericana, in Mexico City; member of the Board of Directors and Senior Fellow of the Institute for Healthcare Improvement (IHI), in Boston; Senior Advisor of Albraight Stonebridge Group, in Washington, D.C.; and President of the Fundación Cultural Enrique Ruelas, in Guanajuato, Mexico.
Dr. Ruelas was president of the National Academy of Mexico during the celebration of its 150th anniversary. He was Secretary of the General Health Council of the Office of the President of Mexico (similar to Surgeon General in the United States), a position that he held during the AH1N1 pandemic; Undersecretary (Viceminister) of Health in charge of quality and innovation where he designed, implemented, and conducted the first national strategy of quality improvement in the Mexican health system. He was founding president of Qualimed, the first consulting firm on quality improvement in Latin America, Program Director for Latin America and the Caribbean of the W.K. Kellogg Foundation, Dean of the School of Public Health of Mexico of the National Institute of Public Health, and first Latin American president of the International Society for Quality in Health Care (ISQua). In 2018 he was elected as one of the twenty-five founding members of the International Academy of Quality and Safety in Health Care, the highest distinction to an expert on this topic in the world.
He has given over 900 lectures on the future of health systems, health systems management, complex systems and quality in health care in 21 countries from all continents and has published over seventy articles and 19 books, one of them being “The futures of health in Mexico 2050” written along with Antonio Alonso-Concheiro and published in 2010 where they said in a paragraph: “By 2020 a new highly lethal virus is introduced in Mexico that has no known cure…it is estimated that because of it half a million people die…”
